MISSION STATEMENT

The mission of BREED Village Foundation and its founder (Bobby Reed) is to provide much needed care to displaced and impoverished youth who are impacted after leaving state foster care. BREED Village Foundation will provide physical, emotional, social, mentorship and companionship care. We will also be a resource bank for financial and social services programs. According to the U.S. Census Bureau, of the approxiamtely 500,000 children in the Foster Care system in the United States, an estimated 24,000 foster youth age out of care each year and attempt to live independently.  These youths are expected tp succeed on their own like a vast majority of their peers. This is virtually an impossibility.... 

The Foster Care Independence Act, which renamed the Independent Living Program, the Chafee Care Independence Program (CFCIP), expanded elgibility for indendent living services to youth and doubled the funding available to states to provide these services.  The CFCIP offers assistance to help current and former foster youth acheive self-efficiency.  Funding is offered to states that submit a plan to assist youth.  Under this program, states can use federal funding and matching dollars to provide support for youth transitioning from Foster Care to independent living.  Our goal at the BREED Village Foundation is to be a tool for the states and counties to utilize for supporting these programs and the youths involved.


PURPOSE
The BREED Village Foundation is a nonprofit, tax-exempt organization. Maintenance of its tax-exempt status is important both for its continued financial stability and for public support. Therefore, the IRS, as well as, state regulatory and tax officials view the operations of BREED Village Foundation as a public trust, which is subject to scrutiny by and accountable to such governmental authorities as well as to members of the public.

Consequently, there exists between BREED Village Foundation and its board, officers, and management employees and the public a fiduciary duty, which carries with it a broad and unbending duty of loyalty and fidelity. The board, officers, and management employees have the responsibility of administering the affairs of BREED Village Foundation honestly and prudently, and of exercising their best care, skill, and judgment for the sole benefit of BREED Village Foundation.

GOALS / OBJECTIVES
The company is organized exclusively for charitable purposes: EDUCATIONAL within the meaning of Section 501(c)(3) of the Internal Revenue Code of 1986, as now enacted or hereafter amended, including, for such purposes, the making of distributions to organizations that also qualify as Section 501(c)(3) exempt organizations.

With rising numbers of youth in foster care, there are increasing numbers of youth also aging out of foster care. Although child welfare agencies have had an ongoing concern about the experiences and outcomes for these youth who transition out of care, in recent years more has been learned and new programs developed to assist this population.

The studies of this population have been limited in size and scope but a consistent picture emerges: former foster care youth experience disproportionately high rates of homelessness, unemployment, and involvement with the criminal justice system. More likely to drop out of high school and less likely to attend college than other young people, these alumni of the foster care system face many challenges in addition to overcoming the abuse, neglect, and separation from family already experienced in the child welfare system.

In response to these needs, with federal support, states' efforts have expanded beyond traditional independent living programs to include a range of services and assistance supported by the federal Chafee law of 1999. A number of states have instituted tuition waiver and other financial assistance packages for former foster care youth to attend college. The programs developed in a number of states are presented in this report.

Our goal is to purchase homes, outfit them with furnishings, security and trained staff to house children who become impoverished after state Foster Care. To this end, the corporation shall provide mentoring, support and guidance to young boys and girls that are in State Foster Care or have been removed from the state's care. Our goal is secure donations, funds and/or facilities from individuals, institutions or federal government programs. All funds, whether income or principal, and whether acquired by gift or contribution or otherwise, shall be devoted to said purposes.

In addition, in concert with our fashion division, for every ten (25) units sold, we will donate one unit to the homeless, impoverished or underprivileged individuals around the world. As our fashion division grows, we hope to increase these numbers exponentially, as well as partner with our manufacturers and suppliers, and other charitable organizations to offer similar contributions and support.

With several State and local government programs at our disposal, we will establish certifications with specific agencies, organizations and individuals to broaden our range of programs and support groups for the children's betterment.
